Sea-level orifices that were never converted

Less oxygen for combustion means an unconverted appliance runs rich — yellow-tipping, sooting and slow recovery that all read as a failing valve.

A dirty or misaligned igniter

Debris or grease buildup prevents a clean spark, which is the single most common cause of ignition failure.

A faulty gas valve or regulator

Controls gas flow to the burner and can fail independently of the igniter.

Is it safe to keep trying to light it?
Not repeatedly. Each failed attempt releases gas that does not burn, and doing it over and over in a closed kitchen is the one genuinely hazardous thing on this list. A couple of tries is fine; if it will not light, stop and open a window.
Why does it click but not catch?
The spark is being made and the gas is not arriving, or not where the spark is. Grease in the burner ports and a misaligned electrode account for most of it, and neither needs a new part.
